Agenda Item: Continuation of Current Employee Benefits
Background Information: In March Governor Walker signed into law Act 10 which stripped unions of most of their collective bargaining rights. To replace contract language Districts were instructed to develop employee handbooks which would detail employment benefits for all employees. The law was held up in Circuit court until a recent Wisconsin Supreme Court ruling that indicated the Act was legally passed and should be published within the prescribed timelines to become law. We are expecting the publication at any time.
Earlier this year the administration formed an advisory council to the Superintendent to help in crafting the language that would go in to the handbook.
Plan: The administration believes it is prudent for the Board of Education to approve a motion that would keep the current benefit structures in place while the handbook is being developed. As each piece of the handbook are adopted, it will replace existing contract language.
Strategic Goal: Goal1: Vision for Learning; Goal 2: Leadership for Learning
Administrative Recommendation: The administration supports the adoption of this motion.
Action: The following motion would be in order: “Move to direct the administration to maintain the current benefit structure as in effect on June 27, 2011for all district employees with the understanding that benefits structures may change as the employee handbook is developed and refined.”
Fiscal Note: There is no additional fiscal impact to the District.
