This is the last alert providing information about the Governor’s biennial budget request. This alert covers transportation and other items.
Transportation: Reduces funding for counties and municipalities for public transit by 10%. Also eliminates all public transportation from the segregated transportation fund and moves it into the shrinking general fund.
Transportation – Road Building: Increases funding for highways by $350 million over the base amount.
W-2: Reduces W-2 payments for families by $20 per month. Makes other changes as well, such as limiting the time a participant can remain in a trial job placement, community service job placement, or a transitional placement to 24 months.
Youth Aids: Cuts aid to counties for youth programs, such as juvenile justice, by 10%.
Shared Revenue to Counties and Municipalities: Reduces the amount of shared revenue to counties by $36.5 million beginning in 2012 and the total amount to municipalities by $59.5 million, affecting the type and amount of services provided by each entity.
Progressive Sentencing: Repeals early release changes in sentencing passed during the last legislative session for inmates with disabilities and mental illness.
FoodShare: Eliminates the state-only FoodShare program, which provides FoodShare benefits to legal immigrants who do not meet federal residency requirements.
Income Maintenance: Transfers administration of income maintenance programs, including eligibility determination for Medicaid and FoodShare, from counties to a centralized state level.
